  1. Combine beef, refried beans, and spices. Place four noodles in the bottom of a 9x13 dish. Spread 1/2 of beef mixture over noodles, then top with four more noodles and the remaining beef mixture. Cover with remaining four noodles. Combine water and salsa, pour over entire dish. Cover tightly with foil and bake at 350 degrees for 90 minutes. Mix sour cream and green onions, spoon over casserole. Top with cheese and bake uncovered until the cheese is melted (approx. 15 min.).
