  1. Boil or steam head of cabbage, remove 14 leaves and set aside. Chop the remaining cabbage into small pieces.
  2. Melt butter in large skillet, add cabbage pieces, and green peppers, together with seasonings, and cook for about 20 minutes.
  3. In large bowl, combine vegetables and ground turkey, and mix well.
  4. Using sharp paring knife, remove excess stem from reserved cabbage leaves. Make rolls with 1/4 cup turkey mixture on each cabbage leaf.
  5. Place in large pan, oven-proof baking dish, or crockpot. Pour broth and tomatoes over rolls. Cook until well-heated and cabbage is tender. (Oven: 350-degrees, covered for 1 hour - stir gently, recover and cook additional 40 minutes. Stove: bring to boil over medium-high heat, reduce heat to low and simmer for 2 hours. Crockpot: cook on high for 2-3 hours or on low for 4-5.)
