Directions:

  1. Clean peppers, boil for 4 minues & rinse in cold water.
  2. Cook beef, garlic, onion, carrots, peppers, until tender.
  3. Add tomatoes, rice, brown sugar, basil & s/p. cover & simmer. cook 30 mins until rice is tender.
  4. Stuff peppers, top with ketchup and bake 15-20 mins in 350
