  1. Melt the butter in a large skillet. Add the ground beef, onion and garlic. Brown, stirring until crumbly; stir in salt, pepper, sugar, oregano and tomato sauce and the diced tomatoes with its own juice. Simmer for 20 minutes.
  2. Fill a large saucepan with water, and bring to a boil. Add the noodles. Cook, uncovered until al dente; drain.
  3. Combine the green onions, cream cheese and sour cream in a bowl.
  4. Coat a large baking dish with cooking spray. Layer the noodles, sour cream mixture and ground beef mixture in the dish. Top with the cheese. Bake at 350 degrees for about 30 minutes or until bubbling and heated through.
