Directions:

  1. Combine margarine, sugar, brown sugar, peanut butter and milk in a large bowl. Beat until well blended. Beat in egg. Combine flour, soda, baking powder and salt. Add gradually at low speed. Shape dough into 1 1/4 inch balls and place on ungreased baking sheet. Flatten slightly and top with four M&M's. Bake at 375 degrees for 8-10 minutes. Cool completely.
  2. For frosting, combine margarine, milk and cocoa in a saucepan; bring to boil, stirring constantly. Remove from heat and add remaining ingredients; beat at medium speed until smooth. Drizzle over cookies.
