  7. Preheat oven to 425 degrees.
  8. Sauce: combine mustard and water in small bowl; stir well. Stir in remaining ingredients and set aside.
  9. Lobster: make a lengthwise cut through the top of each lobster shell using kitchen shears, cutting to, but not through, lobster meat. Pull shell open and lay tail on top of shell with the tail meat still connected to the shell. Place the lobster tails, meat side up, in shallow roasted pan coated with cooking spray. Combine the oils and pepper and spoon over lobster meat.
  10. Roast for 12-15 minutes or until lobster meat turns opaque. Serve lobster with sauce, and garnish with scallions if desired.
