  1. Combine butter and 1 tablespoon milk in a heavy saucepan; cook over low heat, stirring constantly, until butter is melted. Add flour, stirring until smooth. Cook 1 minute, stirring constantly. Gradually add broth, 1 cup milk, and oysters; cook over medium heat, stirring constantly, until slightly thickened and bubbly. Stir in parsley and salt.
