  1. Preheat oven to 350 degrees.
  2. Peel, boil, mash potatoes- add evaporated milk (about 1/2 cup) and about 2 tablespoons of margarine, salt, pepper and chopped garlic (jarred) and mix with small hand mixer.
  3. Chop onion (about 1/2 of a small one) and saute.. add ground turkey and spice with salt, pepper, parsley, paprika, thyme, rosemary and cumin (just a pinch of each but more cumin, parsley, salt and pepper than other spices). Cook till browned.
  4. I use frozen or canned veggies. If frozen, heat up in microwave, if canned no need.
  5. In a separate bowl mix 2 tablespoons of all-purpose flour and 3 tablespoons of water. Use whisk to mix.
  6. Once turkey is browned, put in bowl and add tomato sauce, peas and carrots and some more parsley, pepper and salt to taste and mix.
  7. Then add to the flour/water mixture and mix good.
  8. In baking dish pour in meat mixture first then layer mashed potatoes on top. Puncture a few holes with a fork through the potatoes for ventilation.
  9. Cook in over for 20 minutes. Then brush milk on top and cook for another 5-7 minutes.
