Ingredients:

Directions:

  1. Layer the potatoes and onion in an oven dish. Top with spinach and tilapia.
  2. Combine flour, garlic powder and chopped chives. Sprinkle over the first layer.
  3. Repeat again, until all ingredients used - 2 - 3 layers.
  4. Pour the milk over the dish.
  5. Put into oven and bake until potatoes are cooked through. If you wish, top with cheese, and grill for a few extra minutes before serving.
