  1. Fry the beef
  2. To make a white sauce:.
  3. Fry onion and celery in butter.
  4. Add flour.
  5. Add milk and soy sauce.
  6. Stir continuously 'til boiling and thickened.
  7. In an oven proof dish, mix the beef, white sauce, rice, and bean sprouts.
  8. Bake covered 1/2 hr.
  9. Bake uncovered 1/2 hr.
  10. Add chinese noodles to the top to back for the second half if desired.
