  1. Combine soup, milk, cheese, salsa and pepper in a baking dish then stir until blended.
  2. Stir in beans and 2/3 cup fried onions.
  3. Bake at 350 for 30 minutes then stir and sprinkle with remaining onions.
  4. Bake 5 minutes then serve immediately.
