Ingredients:

  • 1 cup flour
  • 1 cup oatmeal
  • 1/2 tsp baking powder
  • 1/4 tsp salt
  • 3/4 cup brown sugar
  • 3/4 cup butter
  • 14 oz caramels
  • 5 tbsp milk

Directions:

  1. Mix first 4 ingredients. Add brown sugar. Add butter until crumbly. Save 1/2 of the crust mixture.
  2. Press other half in greased jelly roll pan. Bake 10 minutes at 350 degrees.
  3. Melt carmels and milk in double boiler. Spread over crust.
  4. Sprinkle chocolate chips on top. Add remaining crust to top of bars. Bake 10 additional miutes at 350 degrees.
