In a large bowl, combine all meat patty ingredients except milk. Add milk and stir again. Shape into 8 patties, cover, and refrigerate.
Heat heavy nonstick skillet over medium high heat. Add beef patties and brown for 5 to 6 minutes per side, until done. Remove from skillet and drain on paper towels, pour off liquid from skillet and return to heat.
Add wine, broth, and carrots. Bring to a boil over high heat and reduce by a third, about 2 to 3 minutes. Add beef patties, reduce heat and simmer for 10 minutes. Sprinkle with parsley when done.
