  1. Mix all eight ingredients in a bowl.
  2. Place the mixture in a 9*13 greased pan.
  3. Combine the topping and sprinkle over the potatoes.
  4. Bake at 350C for an hour.
  5. Garnish with finely chopped chives or dried parsley.
