  1. Line a broiler pan with aluminum foil and place it in oven. Preheat oven to 425°F. Whisk together ketchup, brown sugar and mustard in a small bowl and set aside.
  2. In a large bowl, combine ground beef, bread crumbs, tomato sauce, egg, basil, garlic powder, onion powder, salt and pepper. Blend with your hands until well-combined. Divide into 4 equal portions and shape each into a mini loaf, about 4 inches long and 3 inches wide.
  3. Brush each meat loaf with some ketchup mixture. Remove pan from oven and mist with nonstick cooking spray. Carefully transfer meat loaves to hot broiler pan. Bake until an instant-read thermometer inserted into center of a loaf registers 160°F, 20 to 25 minutes. Remove from oven and let stand on broiler pan for 2 to 3 minutes. Use a wide spatula to transfer each meat loaf to a plate. Serve immediately.
