  1. In large bowl, combine corn, tomatoes, chives, and peppers.
  2. In small bowl, whisk together oil, vinegar, lemon juice, parsley, sugar, basil, and cayenne pepper.
  3. Pour over salad.
  4. Chill for 2 hours.
