  1. 1 Thaw fish, if frozen. Rinse fish; pat dry with paper towels.
  2. 2 In a small bowl, stir together orange peel, orange juice, pepper, and garlic.
  3. 3 Preheat broiler. Place fish on the greased unheated rack of a broiler pan.
  4. 4 Brush with half of the orange juice mixture. Broil 4 inches from the heat for 5 minutes.
  5. 5 Using a wide spatula, carefully turn fish. Brush with the remaining orange juice mixture.
  6. 6 Broil for 3 to 7 minutes more or until fish flakes easily when tested with a fork.
  7. 7 Cut the fish into 2 portions. Sprinkle with the green onion and serve with orange slices.
