  1. Heat the butter in a nonstick pot over medium heat. Add the onions and cook for five minutes, stirring occaionally.
  2. Raise the heat to medium and stir in the flour, mustard, tarragon and pepper and cook 2 mins. Add milk and broth, cook for 8 mins.
  3. Add broccoli and cheese. Cook 6 mins.
  4. Puree the mixture in the blender. Makes 5 1 cup servings.
