Ingredients:

Directions:

  1. In a sauce pan mix together sugar, vinegar and oil. While stirring bring to a boil. Set aside to cool.
  2. Finely chop peppers, onion and celery. Add remaining ingredients. Mix with cooled dressing 2 hours before serving.
  3. Serve with tortilla chips.
