Directions:

  1. Place all ingredients EXCEPT sour cream in a blender or food processor and puree.
  2. Stir in sour cream until thoroughly mixed.
  3. Chill until very cold, at least one hour.
  4. Garnish with additional chopped scallions and green onions.
