  1. Mix chili, beans, cheese and pepper in a 9x9 deep casserole dish.
  2. Place in microwave oven and heat on high until cheese is thoroughly melted and mix is creamy smooth (usually 3-31/2 minutes), stirring often.
  3. Top with sour cream and chives. Serve hot with tortilla chips.
