  1. Preheat oven to 400 degrees. Prepare 12 standard muffin pan cups with nonstick cooking spray or paper liners. Prepare the topping by combining sugar and cinnamon in a small bowl; set aside.
  2. Combine flour, oatmeal, sugar and baking powder in a large bowl. Mix well. In a small bowl, combine milk, egg, butter and vanilla. Blend well. Add to dry ingredients all at once. Stir just until dry ingredients are moistened. DO NOT over mix. Fill muffin cups 2/3 full. Sprinkle topping evenly over the tops of the muffins.
  3. Bake 18-22 minutes or until light golden brown.
  4. Cool muffins in pan or wire rack for 5 minutes. Remove from pan. Serve warm.
