  1. Cook lamb in a large skillet over medium heat until browned, stirring to crumble meat. Drain well. Combine lamb, egg, milk, breadcrumbs, carrots, onion, and salt in a large bowl, mixing well.
  2. Press half of potatoes firmly into a lightly greased 9-inch pie plate. Spoon lamb mixture over potatoes. Spread remaining potatoes evenly over top. Bake at 350° for 1 hour or until top is lightly browned.
