  1. Rinse quinoa under cold running water. Drain.
  2. Sauté onion in a large saucepan and cook until softened, stirring often, about 2 or 3 minutes.
  3. Add chiles and garlic. Cook, stirring, for 30 seconds.
  4. Add the quinoa and broth to the onion mixture. Bring to a simmer. Reduce heat to maintain a gentle simmer, cover and cook until the quinoa is tender and most of the liquid has been absorbed, about 20 to 25 minutes.
  5. Add scallions, lime juice and tomato to the quinoa. Fluff with a fork and stir gently to mix.
