  1. Preheat the oven to 375 degrees F. In a covered, medium saucepan, cook potatoes in just enough boiling water to cover until tender. Mash well. Gradually add sour cream to make light and fluffy. Cover and keep warm.
  2. In a large skillet, cook beef and onion powder over medium heat until the meat is brown. Drain well. Stir corn and the water into beef mixture. Bring to boiling; reduce heat and simmer for 5-10 minutes or until corn is tender.
  3. Stir in undrained tomatoes and salsa. Heat through. Pour into 1 1/2 quart casseroled dish. Spoon mashed potatoes on top of meat mixture.
  4. Bake for 20-25 minutes or until potatoes are gold and heated through. Makes 4 servings.
