Ingredients:

Directions:

  1. Mix flour, pepper, and salt.
  2. Melt butter in saucepan and add to the flour mixture.
  3. Cook over medium heat for one minute, stirring constantly.
  4. Remove from heat and stir in the milk.
  5. Return to heat and cook until thick.
  6. In a very large bowl, mix remaining ingredients with sauce.
  7. Bake in a covered casserole dish at 350° for 90 minutes.
  8. Remove cover after first 30 minutes.
  9. Let cool 15 minutes before serving.
