  1. Sauté onion, green pepper, and garlic in olive oil in a large skillet; add tomatoes, tomato sauce, lime juice, Worcestershire sauce, salt, pepper, oregano, and bay leaf, stirring well. Simmer, uncovered, 45 minutes, stirring occasionally.
  2. Place fish in a lightly greased 13- x 9- x 2-inch baking dish, and cover with tomato mixture. Bake at 450° for 10 minutes; remove from oven.
  3. Sprinkle with breadcrumbs, and dot with butter; bake an additional 10 minutes or until fish flakes easily when tested with a fork. Serve immediately over rice.
