Directions:

  1. Cook potatoes, onions, celery and carrots in the water until tender.
  2. Meanwhile, in other pan melt butter and blend in flour.
  3. Gradually add milk and cook, stirring constantly until thickened.
  4. Add to soup.
  5. Add evaporated milk.
  6. Season to taste with salt and pepper.
  7. Garnish bowls with paprika.
