Ingredients:

Directions:

  1. Place tilapia filets in single layer on large sheet of heavy-duty aluminum foil.
  2. In a small bowl, combine the 3 tablespoons of soy sauce, sesame oil, red chili flakes, garlic, and ginger.
  3. Place the onion and green pepper on top of the tilapia filets.
  4. Pour the soy sauce mixture over the tilapia.
  5. Fold up the edges of the foil and make a packet (bring up sides of foil and fold into the center).
  6. Marinate in the refrigerator for at least an hour.
  7. Bring about 1-2 inches of water to boil in large saucepan. Once it starts boiling, place packet in saucepan. Cover and reduce heat.
  8. Let packet steam for 12 minutes before you check for doneness (fish should flake when touched with fork). Keep checking back every 2 minutes (depending on thickness of aluminum foil, it may take up to 25 minutes for fish to steam completely).
  9. Once fish is completely cooked, open up packet and pour remaining tablespoon of soy sauce over fish. Sprinkle on the toasted sesame seeds.
  10. Serve with white rice.
