  1. Preheat oven to 400.
  2. Place garlic bulbs in small baking dish and sprinkle with the oil, salt and pepper.
  3. Bake uncovered until garlic is lightly browned and soft about 25 minutes.
  4. Use immediately or store in the refrigerator for no more than 1 week
