  1. Lightly crush peppercorns with a mortar and pestle.
  2. Pour crushed peppercorns into a medium bowl, add remaining ingredients and whisk until blended.
  3. Pour into a jar.
  4. Makes 1 1/4 cups
  5. This will store for one month.
