  4. Add the mustard and the vinegar, then add the mayonnaise, stirring until the consistency is
  5. Smooth but not soupy.
  6. Next, make the sails.
  7. To do this, cut each pepper into 1-inch-wide
  8. Strips, then cut the strips into 1-inch squares
  9. And slice each square in half diagonally.
  10. Fill the egg-white halves wiht the yolk mixture.
  11. Stick the sail upright into the filling and sprinkle
  12. With paprika. Makes two dozen.
