  1. Cook carrots in boiling salted water: drain well. Melt butter in a saucepan, stir in flour. Stir overlow hear until smooth, add milk stirring constantly, cooking until thickened. Add cheese and stir until melted. Save about 1/3 of the onion rings or crumbs for a topping. Place 1/3 of the carrots in a 2 qt. casserole. Cover with onion rings or crumbs. Repeat layers until all are used. Pour sauce over all. Bake at 350 for 15 minutes. Sprinkle remaining rings or crumbs and bake 20 minutes longer or until heated through.
