Ingredients:

  • 1 cup flour
  • 1/4 tsp baking soda
  • 1/4 tsp salt
  • 1/2 cup brown sugar , packed
  • 3/4 cup quick oatmeal
  • 1/2 cup butter
  • 2 tbsp milk
  • 2 tbsp flour

Directions:

  1. Preheat oven to 350.
  2. Sift or whisk flour, baking soda and salt together. Mix in the oatmeal and brown sugar. (I usually use old fashioned oats). Cut in butter with a pastry blender until particles are fine. Reserve 1 cup mixture for top.
  3. Press remaining mixture in bottom of a greased 8x8 pan. Bake at 350 for 10 minutes, cool.
  4. Combine caramels and milk in the top of a double boiler and melt caramels over boiling water. Blend in remaining 2 T. flour and mix well.
  5. Spread caramel carefully over the cooled crust and sprinkle with the chocolate chips. Crumble reserved oatmeal mixture evenly over the top, pat crumbs down gently.
  6. Bake at 350 for 12-15 minutes or until delicately brown. Cool completely and cut into bars.
