  1. Combine all ingredients, except shallot, in a blender and process until emulsified, about 30 seconds.
  2. Taste and add more vinegar by teaspoons, if desired.
  3. Add shallot and process, by turning on and off, until minced.
  4. Taste and adjust seasoning.
