  1. Combine ground beef, onion, and garlic in a large Dutch oven; cook until meat is browned, stirring to crumble meat. Drain off pan drippings. Add water, tomatoes, tomato sauce, flour, salt, sugar, chili powder, cumin, oregano, basil, and pepper, mixing well. Cover and simmer 1 1/2 hours, stirring occasionally. Add pinto beans, and simmer an additional 30 minutes.
  2. Ladle into individual bowls, and serve immediately.
