  1. Combine rice, celery, and milk in a medium saucepan. Bring to a boil, stirring frequently. Cover. Reduce heat and simmer 5 minutes.
  2. Gradually stir in chicken broth, salt, and pepper; continue to cook until thoroughly heated. Do not boil. Garnish with croutons or green pepper rings, if desired.
