Directions:

  1. Coat 10 inch skillet with oil.
  2. Add onion, pepper, garlic and saute for 5 minutes.
  3. Add beef and cook until brown.
  4. Add remaining ingredients.
  5. Cover and simmer 15 minutes.
  6. Topping:.
  7. Combine the first 5 five ingredients.
  8. Spoon over meat mixture.
  9. Top with grated cheese and sprinkle with paprika.
  10. Cook covered for 30 to 35 minutes.
  11. Oven Method:.
  12. Place meat mixture with topping in a 7 x 11 inch ungreased baking pan.
  13. Bake uncovered in preheated oven at 375 degrees for 30 to 35 minutes.
