  1. In a nonstick saucepan, heat oil over med heat; cook onion and garlic until softened, about 5 mins
  2. Add celery, fennel seeds, red paper flakes, tomatoes, wine, and fish stock; bring to boil. reduce heat and simmer for 5 mins
  3. Ad fish and cook until opaque. add parsley and season to taste with S and P. DONE
