Directions:

  1. In a large pot, brown meat in oil.
  2. Add flour and stir until browned.
  3. Add next four ingredients and cook until onion is tender.
  4. Slowly add water and bring to a boil.
  5. Reduce heat.
  6. Add bay leaf.
  7. Simmer until meat is tender, 2-3 hours.
  8. Salt and pepper to taste.
