  1. Preheat oven to 350 degrees. Grease a 13x9 pan.
  2. Mix butter and sugar at medium speed until creamy. Add eggs one at a time, mixing well after each one. Add vanilla and mix well.
  3. In another bowl, mix flour, cocoa, and baking powder. Slowly mix into butter mix. Fold in the mint chips. Pour into the pan and bake for 35 minutes.
  4. For the frosting, mix all the ingredients at medium speed until moist. Switch to high speed until spreading consistency.
  5. Cool the brownies and spread with frosting. Top with the chocolate shavings.
