1. Heat oil in dutch oven.
2. Mix flour, salt, and pepper.
3. Dredge steaks in flour mixture.
4. Brown in oil.
5. Sprinkle dry onion soup over steaks.
6. Spread sliced onions over top.
7. Sprinkle remaining flour over onions.
8. Pour water over and cover and simmer 45 minutes.
9. Stir occasionally.
10. Serve with mashed potatoes, noodles, or rice.
