1. Preheat oven to 375°F.
2. Fry bacon and set aside.
3. In the same pan, brown the ground beef.
4. Add the onion and green pepper, cook and stir until the onion is tender.
5. Dissolve bouillon cubes in the boiling water.
6. Stir all ingredients except the bacon together in a large dutch oven.
7. Cover and bake for 1 hour and 15 minutes or until hot and bubbly.
8. Crumble bacon on top and serve hot.
