Vegetarian Magical Zucchini Casserole

A really tasty and moderately easy vegetarian dish that combines healthy eating with the taste of comfort food. I invented this with stuff I had on hand and it was instantly a family favorite. The amounts of spices are just estimates. Season to taste.
Ingredients:
1/2 cup butter (1 stick)
2/3 cup flour or 2/3 cup breadcrumbs
2 teaspoons italian seasoning
1/2 teaspoon fresh ground black pepper
3 -4 fresh basil leaves, if available
2 medium-large zucchini (sliced)
1 cup sweet red pepper, sliced in strips
1/4 cup parmesan cheese (grated)
1/4 cup provolone cheese (grated) or 1/4 cup swiss cheese (grated)
2 tablespoons butter
2 fresh garlic cloves
Directions:
1. Melt 1/2 cup butter in small bowl. Combine with flour and herbs and seasonings. Will be thick.
2. Melt 2 tbsp butter. Press garlic cloves into the butter. In large bowl combine zucchini, peppers, chesses, and garlic butter.
3. In greased 2 quart casserole dish, layer zucchini mixture on the bottom followed by a layer of seasoned flour mixture. Repeat until dish is filled to the top. Save a good portion of the seasoned flour for the top layer to form a clumpy crust. The seasoned flour will probably not spread evenly, which is fine. Distribute as much as possible, but allow to remain in clumps.
4. Preheat the oven to 350 degrees F. Bake uncovered for 30 minutes.
