Spicy Rice Salad

My friend passed this recipe along to me, and now I'm hooked! I always make this when I have guests come over because not only does it make a large number of servings, but I can make it ahead of time and store it in the fridge.
Ingredients:
1/2 cup rice vinegar
1/2 cup soy sauce
1/4 cup asian-style sesame oil
1/4 cup hot chili oil (or to taste)
1/4 cup freshly squeezed lime juice
2 cups long-grain white rice
6 green onions, sliced
2 carrots, peeled and diced
1 red pepper, diced
1 small jalapeno, minced
1/2 cup chopped fresh mint
1/4 cup chopped fresh cilantro
1 pound medium-sized cooked shrimp
Directions:
1. Cook the rice.
2. Fluff the cooked rice with a fork, transfer to a large bowl and cool slightly.
3. Combine the first five ingredients to make the dressing. Whisk to blend well.
4. Gently toss the warm rice with about 1/3 of the dressing. Fluff frequently until the rice is cool.
5. Add all ingredients and toss with the remaining dressing.
