Slower Cooker Potato Soup

I have had this recipe for a many years and am now just getting the opportunity to post. Easy and delicious - just what we like:)
Ingredients:
6 cups cubed potatoes (we leave peelings on but feel free to peel)
5 cups water
2 cups chopped onions
1 stalk celery, chopped (about 1/2 cup)
1 carrot, thinly sliced
1/4 cup butter
5 chicken bouillon cubes
1 teaspoon fresh ground pepper
1/4 teaspoon ground cumin (feel free to use more or less)
1/4 teaspoon cayenne pepper (feel free to use more or less)
1 teaspoon minced bottled garlic
1 (12 ounce) can evaporated milk
3 tablespoons fresh parsley, chopped
Directions:
1. Spray large slow cooker with cooking spray.
2. In slow cooker, combine all ingredients except evaporated milk and parsley.
3. Cover and cook on high for 2 hours and then turn on low for 5 hours.
4. Add milk and parsley. Mix well. Cover and cook additional 30 to 60 minutes longer.
