Seaside Black Beans and Rice

Ingredients:
3 tablespoons vegetable oil
1 large white onion, chopped
1 green bell pepper, chopped
2 garlic cloves, minced
3 (15 ounce) cans black beans, rinsed and drained
14 1/2 ounces stewed tomatoes, undrained and chopped (cajun-style if you can find them)
1 1/2 cups water
1 tablespoon red wine vinegar
1 teaspoon sugar
1 teaspoon black pepper
1/2 teaspoon sea salt
8 ounces tomato sauce
6 cups hot cooked yellow rice
1/2 cup chopped green onion
sour cream
Directions:
1. Place oil in a dutch oven over medium high heat. Saute onion, bell pepper, and garlic about 5 minutes, or until tender. Add thye beans, tomatoes, water, vinegar, suagr, pepper, salt, and tomatoe sauce. Stir to combine.Bring to a boil, cover, reduce heat to low, simmer 1 hour. Uncover and simmer 20 minutes, stirring occasionally.
2. Serve hot over yellow rice and toip each serving with green onions and sour cream.
