Polynesian Cake and Cream Frosting

I tasted this cake at a church in Scranton, Pennsylvania many years ago and was fortunate to be able to find the lady who baked it and beg the recipe. She was sweet to share it, but I never got her name!! It's delicious!!
Ingredients:
2 cups all-purpose flour
1 cup oil
1/2 cup water
2 cups sugar
3 eggs
1 teaspoon baking soda
1 teaspoon baking powder
1 cup chopped walnuts
1 (6 1/2 ounce) can crushed pineapple in juice
1 cup shredded coconut
2 cups shredded carrots
1/2 pint heavy whipping cream
1 (3 1/2 ounce) package vanilla instant pudding mix
1 cup milk
Directions:
1. Combine all ingredients in a large bowl and mix with a spoon. Pour into a greased and floured 13X9 baking pan and bake at 350* for 50 minutes. Cool.
2. Prepare frosting by whipping all ingredients together and cover cake. Garnish with coconut and refrigerate.
