Plantation Ginger Cakes With Spiced Sugar Topping

A delicious recipe I got from a friend a few years ago.
Ingredients:
1 2/3 cups all-purpose flour
1/4 cup sugar
2 tablespoons baking powder
1/2 teaspoon cinnamon
1/2 teaspoon ginger
1/2 teaspoon nutmeg
1/2 teaspoon salt
1/2 cup raisins
2 eggs, lightly beaten
1/4 cup oil
1/3 cup milk
1/2 teaspoon vanilla
1/2 cup dark molasses
2 tablespoons sugar
1/8 teaspoon cinnamon
1/8 teaspoon ginger
1/8 teaspoon nutmeg
Directions:
1. Place paper or foil liners in twelve medium size muffin cups.
2. Combine flour, sugar, baking powder, cinnamon, ginger, nutmeg and salt in medium bowl.
3. Stir well.
4. Stir in raisins.
5. Combine eggs and oil in small bowl.
6. Mix well.
7. Stir in milk and vanilla.
8. Add molasses.
9. Mix well.
10. Stir into flour mixture.
11. Mix until moist.
12. Spoon into cups.
13. Blend topping ingredients.
14. Sprinkle over batter.
15. Bake 375 16-20 minutes or until a toothpick inserted in muffins comes out clean.
16. Cool.
