1. In a large heavy saucepan, bring broth to a boil.
2. Add orzo and cook until broth has been absorbed, about 15 minutes, stirring often.
3. Remove from heat.
4. In a medium skillet, melt butter, stirring until golden, about 4 minutes.
5. Remove from heat.
6. Add garlic and nutmeg.
7. Pour over orzo.
8. Add parsley and toss to combine.
9. Season with salt and pepper to taste.
